phone order for customers with no account

Many of our customers are older and don't like to order online. Taking a phone order requires they have set up an account.... so if they don't, then we either have to set one up (takes extra time) or take the phone order from the store end. It would be nice to be able to take a phone order and just fill in information from the admin side
